Compliance Officer Job Description

The Rotary Youth Exchange Southeast multidistrict Compliance Officer is responsible for overseeing the operations of the multidistrict and the individual member districts to ensure that all activities are in full compliance with Rotary International Code of Policies and District Certification Requirements, US Department of State Bridge USA (formerly known as the Exchange Visitor Program) and J-1 Visa rules, as well as RYESE multidistrict policies and best practices. The Compliance Officer is responsible for obtaining and renewing RYESE’s annual CSIET certification for qualified Inbound programs

Rotary International Code of Policies and District Certification Requirements

The Compliance Officer must be very familiar with the contents of the following documents, and put procedures in place to make sure that they are being followed in each member district:

  1. Rotary International Code of Policies section 41.050 (Rotary Youth Exchange)
  2. Rotary International Code of Policies section 2.120 (Youth Protection)
  3. Rotary International Youth Exchange Handbook
  4. Rotary International Youth Protection Handbook
  5. Rotary International Youth Exchange Traditional Certification Requirements

US Department of State Bridge USA (formerly known as the Exchange Visitor Program)

The Compliance Officer must be very familiar with the contents of the following documents, and put procedures in place to make sure that they are being followed in each member district:

  1. Bridge USA website (https://j1visa.state.gov)
  2. Code of Federal Regulations 22 CFR 62.6 (Exchange Visitor Program)

The Compliance Officer is the primary RYESE officer responsible for:

  1. Serving as the RYESE Responsible Officer (RO) with Bridge USA and maintaining at least two Alternate Responsible Officers (ARO)
  2. Completing required training on the SEVIS system
  3. Establishing, maintaining, and updating Inbound Student records in the SEVIS system
  4. Securing, issuing, and validating DS-2019 documents in a timely fashion
  5. Drafting and submitting the required annual report(s) to Department of State/Bridge USA in a timely fashion
  6. Preparing for, and securing, the organization’s Recertification with Department of State/Bridge USA

The Council for Standards on International Educational Travel (CSIET)

The Compliance Officer must be very familiar with the contents of the following document and ensure that the RYESE Multidistrict and our member districts follow the annual requirements to earn and maintain CSIET Certification for the J-1 Inbound program, and optionally the Certified Outbound Programs:

The Compliance Officer should participate as possible in CSIET conference and training/development programs and share learning with the leadership teams of Rotary Youth Exchange multidistrict

The Compliance Officer should have a minimum of two year’s experience in a District level leadership role, such as District Chair, Youth Protection Officer, or Youth Exchange Officer.
